Every week, Lee’s Compliance and The Legal Team track the Government Gazette and the regulatory news so South African businesses don’t have to. Here’s a snapshot of what stood out this fortnight.

We analysed 37 Government Gazette notices this edition. The biggest story is the National Opt-Out Registry. Every direct marketer must now register, renew each year and cleanse its marketing list every month before contacting consumers. Our subscribers received a full guide and action checklist. Comments on the draft guidelines close on Saturday 17 October, so submissions should go in by Friday 16 October.

Also in this edition:

  • Stock theft: a draft Bill would introduce stock registers, counts every 14 days and penalties of up to 15 years.
  • Livestock tagging: draft regulations propose compulsory colour-coded ear tags and central registration of animals.
  • Second-hand goods: a draft Bill tightens the rules for dealers, pawnbrokers and scrap metal traders.
  • COIDA: pensions rise by 4.1%, backdated to 1 April 2026.
  • Competition: the Tribunal approved Coca-Cola HBC’s acquisition of CCBA, and the Competition Commission has published “right to repair” guidance for technology goods.
